Updating the Cornerstone of Oak Harbor’s Waterfront
Siting the Clean Water Facility in Windjammer Park presented a unique opportunity to develop a long-term plan for the park, integrating existing and new elements into this special community space. Design of the first phase of the Windjammer Park Integration Plan (“Phase 1” shown below in blue) is complete and construction on new park elements has started. Restoration of Windjammer Park is required for mitigation from the construction on the Clean Water Facility. Phase 1 of the Windjammer Park Integration Plan will accomplish this restoration and pave the way for future updates in the park. Learn more about Phase 1, the Windjammer Park Integration Plan, and how community feedback is shaping the park below.
Current Phase: Phase 1
Construction on Phase 1 park elements will be complete at the end of June 2019.
Phase 1 park elements include:
- Splash park
- Basketball and pickleball courts
- New kitchen and restrooms
- Improved landscaping and lawn areas
- Public plaza for community events
Phase 1 milestones:
January 2017: 165 Oak Harbor community members gave feedback on the first phase of detailed Windjammer Park design and future construction.

Future phases will be designed and constructed as funding is available.
The Big Picture: Windjammer Park Integration Plan
The Windjammer Park Integration Plan (WPIP) is the overarching plan that is guiding the future programming of Windjammer Park.
City Council approved the Windjammer Park Integration Plan on June 7, 2016. The plan is based on a six-month public process that gathered feedback from the community, through a Community Advisory Group and two public open houses. You can view the full plan here and the document appendices here.
